SCIENTIFIC COMMUNITY OF INDEPENDENT INDIGENOUS PEOPLES SCHOLARS: INSTITUTE OF KNOWLEDGE AND TRADITIONS OF THE VEPS INDIGENOUS TRIBAL PEOPLE OF THE LAKSHA CLAN.

 

I. Legal Nature and Status. Scientific Community of Independent Indigenous Scholars is a voluntary and independent community of living people created to research, protect, and enrich traditional knowledge outside the control of external corporate or state jurisdictions. The creation of such a community is grounded in the fundamental right of Indigenous peoples to self-determination. As stated in the Declaration of the Veps indigenous tribal people of the Laksha clan, the foundation of all service is the people’s unconditional right to establish "their own educational, scientific, and independent societies, communities, associations, unions, academies, colleges, leagues, brotherhoods, and clubs." This right is inextricably linked to Article 31 of the UN Declaration on the Rights of Indigenous Peoples, which guarantees the right to maintain, control, and develop expressions of one's scientific knowledge, technologies, and culture.

 

II. Philosophy and the Scientific Method. Unlike traditional academic institutions, which often view indigenous cultures merely as subjects of anthropological observation, the independent indigenous scientific community recognizes traditional knowledge as precise and rigorous scientific disciplines. For the Veps people of the Laksha clan, the foundation of this science is a deep study of the inner world and the spiritual connection with the Creator. The art of keeping sacred dream diaries and interpreting dreams is recognized by the Veps indigenous tribal people of the Laksha clan as an inviolable measure of conduct and a direct message from God that requires no intermediaries. The Scientific Community serves as an independent research laboratory where traditional medicine, knowledge of plant properties, folklore, and community laws are systematized and passed down from generation to generation as invaluable intellectual capital.

 

III. Main Objectives and Activities. Guided by the principles of the free exchange of knowledge and professional development, the scientific community carries out the following functions:

1. Educational Activities. Organizing lectures, professional courses, roundtables, and educational programs that enable the sharing of professional experience and the transmission of intangible cultural heritage to younger generations.

2. Publishing and Educational Labor. Creating own media and scientific platforms. An important tool for such a community is the release of independent publications – for example, an online scientific journal or bulletin – which serves as a platform for publishing the labor of community members and sharing research findings without censorship.

3. Intellectual Property Protection. The community acts as the guarantor of protection of the collective intellectual property of the indigenous people. It protects from outside appropriation traditional knowledge about biodiversity, the healing properties of flora and fauna, as well as unique ancestral practices.

4. International Cooperation. The community builds relationships and shares experiences with independent scholars from other tribal and indigenous peoples around the world, fostering scientific, spiritual, and environmental ties that transcend national borders.

 

IV. Significance for Future Generations. The scientific community of independent indigenous peoples scholars is the intellectual shield of the Laksha tribe. It proves that the knowledge of the ancestors has not been left behind in the past, but is a living, evolving science. By developing new approaches that combine traditional spirituality with modern ways of perceiving reality, the community ensures the physical, mental, and spiritual well-being of the people. It is a space where every member of the community can exercise their right to freedom of expression of opinions and the pursuit of truth, contributing to the treasure trove of world heritage while preserving dignity, one's own native name and independence.

CHARTER OF SCIENTIFIC COMMUNITY OF INDEPENDENT SCHOLARS OF INDIGENOUS PEOPLES, ESTABLISHED AT THE COUNCIL OF THE VEPS INDIGENOUS TRIBAL PEOPLE OF THE LAKSHA CLAN.

 

PREAMBLE. Based on our inalienable right to self-determination, our right to autonomy in matters of our internal affairs, and our right to preserve, control, and develop the manifestations of our scientific knowledge, technologies, and cultural heritage, the Council of the Veps indigenous tribal people of the Laksha clan – hereinafter referred to as the Council – adopts this Charter. This Charter regulates the activities of the scientific community created to protect our biological and intellectual property, as well as to research and transmit traditional knowledge without interference from external corporate jurisdictions.

 

CHAPTER I. NAME AND LEGAL STATUS.

1.1. Name. Scientific Community of Independent Scholars of Indigenous Peoples, hereinafter – Scientific Community.

1.2. Legal Nature. A Scientific Society is a voluntary, non-commercial, professional association of living men that does not pursue to generate profit for its owners or members. All activities of Scientific Community are aimed at achieving its Charter objectives, and any funds received are used exclusively to support its operations as compensation for private time used.

1.3. The Principle of Independence. Scientific Community acts outside the jurisdiction of corporate states, guided by the law of life, which says that there are no intermediaries between us and God. Community is not subject to any external secular or religious institutions.

 

CHAPTER II. MISSION, GOALS, AND CORE VALUES.

2.1. Mission. The mission of Scientific Community is to protect, systematize, and develop the traditional knowledge, philosophy, culture, and practices of the Veps indigenous tribal people of the Laksha clan and other indigenous peoples, as well as to pass this intellectual capital on to future generations.

2.2. Main Scientific Disciplines.

a) The science of dreams: fate analysis and psychoanalysis. The fundamental scientific task of Scientific Community is to create a Heritage Laboratory for the study and interpretation of dreams. The Veps indigenous tribal people of the Laksha clan recognize dreams as a direct message from God to man without intermediaries and as an inviolable measure of acts.

b) Traditional ecology and medicine. The study, preservation, and application of traditional medicine and knowledge of the properties of plants, flora, fauna, and minerals in traditional places of living. Ensuring protection against forced medical interventions – such as vaccinations and microchipping – without conscious consent.

2.3. Intellectual Property Protection. Scientific Community ensures the collective protection of traditional knowledge – including private sacred dream diaries – from unauthorized access, reading without the owner’s permission, and commercial appropriation – biopiracy – by third parties and any persons.

 

CHAPTER III. MEMBERSHIP AND PARTICIPANTS' RIGHTS.

3.1. Membership Categories. Scientific Community provides for the following membership statuses:

a) Full members. Living men belonging to the Veps indigenous tribal people of the Laksha clan who keep personal sacred dream diaries and are able in the art of dream interpretation. Full members have full voting rights, the right to organize scientific conferences, and the right to be elected to governing bodies.

b) Associate members. Representatives of other indigenous and tribal peoples, as well as independent scholars who share the values of Scientific Community but do not belong to the Laksha clan and family line. They have the right to participate in research and discussions but do not have a vote in management decisions.

c) Honorary members. A status conferred by the Council for outstanding contributions to the development of traditional knowledge and the preservation of the psychology and culture of indigenous peoples.

3.2. Admission procedure. Applications for admission should be submitted to the Council via email indicated in the contacts tab on this website. The candidate must provide information about their education and experience and write a free-form essay on how traditional knowledge influenced their formation as a personality.

3.3. Member benefits. Members of Scientific Community have the right to:

a) Receive educational programs, lectures, and professional courses.

b) To act as speakers at round tables and conferences.

c) Publish their labor in an official scholarly publication of Scientific Community.

d) To act as mentors and spiritual guides in the interpretation of dreams for all who need it.

 

CHAPTER IV. MANAGEMENT STRUCTURE AND LABOR ORGANIZATION.

4.1. Highest Governing Body. The highest governing body of Scientific Community is the Council, which performs the functions of a board of directors – the governing board.

4.2. Decision-making. Decisions regarding the adoption of new policies, amendments to the Charter, or the adoption of fundamental scientific resolutions are made by consensus – that is, by general agreement – or by a simple majority vote of full members at official gatherings – assemblies.

4.3. Independent Committees. The Council has the right to establish specialized committees, for example, an editorial committee, an ethics committee, or a credentials commission, to coordinate specific directions of research labor.

 

CHAPTER V. PUBLICATIONS, RESEARCH, AND ETHICS.

5.1. Official Publication. The official voice and platform of Scientific Community is the online scientific journal "Bulletin of Scientific Community of the Laksha clan," which is intended for the publication of articles, dream interpretations, and studies of members of Scientific Community.

5.2. Professional Ethics. In their practice, members of Scientific Community are guided by the ethical principles and standards of professional practice approved by the Council. The fundamental rule of ethics is that all words must be respectful and honest, and all actions must uphold the dignity and the spiritual and physical well-being of living man and society.

5.3. No Conflict of Interest. All actions and deals by members of Scientific Community are conducted exclusively without prejudice to the Veps indigenous tribal people of the Laksha clan. Any hidden contracts or actions that undermine the rights and freedoms of the Veps indigenous tribal people of the Laksha clan are forbidden.

 

CHAPTER VI. FINANCIAL PROVISIONS AND ASSETS.

6.1. Gift Exchange. Any payment or transfer made to Scientific Community or its members that does not specify a particular purpose is classified by default as a voluntary gift.

6.2. Designated Use of Assets. All assets of Scientific Community are permanently designated for the fulfillment of its scientific and cultural goals. In the event of Scientific Community’s dissolution, all of its assets shall be distributed to charitable causes with similar objectives and for the preservation of the traditions of indigenous peoples.

 

CHAPTER VII. ENTRY INTO FORCE AND AMENDMENTS.

7.1. Amendments. The Charter may be amended or supplemented by a vote at a gathering – assembly – of the Council, on the mandatory condition that all members are familiarized with the draft amendments in advance.

7.2. Severability. If any provision of this Charter is deemed invalid due to external circumstances, such invalidity does not affect the other provisions, and all remaining provisions of the Charter remain in full legal force.

7.3. Legal Force. The Charter is an internal legal document with direct effect. Relationships arising from this Charter are governed exclusively by the internal law of the Laksha clan and by generally recognized norms of international law in the sphere of the protection of indigenous peoples.
