when i say we i mean all the living souls of the veps indigenous tribal people embodied in bodies in the roles of wives and husbands daughters and sons serving one another for the good of our family line our children and all our descendants those who know how to build pure relationships within family-clan unions in truth and fidelity
when i say we i mean the brotherhood of peoples and the knowledge that no people will raise a hand against another and no power will compel us to participate in the destruction of other peoples
we elevate to the highest priority the readiness of the veps indigenous tribal people to provide charitable assistance to all in need in any form and manifestation to the extent of our own capabilities and to accept charity in any amount form and manifestation
we revere as our foremost value the practices of traditional and non-traditional medicine and the traditional and non-traditional knowledge of herbal medicine and word healing and as healers we continue the mission of our lineage in our roles as doctors and scholars we help other living souls to be healthy and to have a mature motivation to acquire new knowledge and education

Official Act establishing
the Council of the Laksha clan of the Veps indigenous tribal people.
Preamble. We, the Veps indigenous tribal people of the Laksha clan, united by common roots, language, culture, and an unbroken spiritual connection to the land of our ancestors, based on our inalienable right to self-determination, by virtue of which we freely determine our political status and ensure our economic, social, and cultural development, hereby establish the highest representative, legislative, and executive body of self-government, the Council of the Laksha clan, hereinafter referred to as the Council. This Act is enacted for the purpose of establishing justice, protecting all forms of our property, ensuring peace, and guaranteeing to us and our descendants the benefits of freedom without any interference from external corporate jurisdictions.
This Act establishing the Council of the Laksha clan of the Veps indigenous tribal people is issued for the purpose of establishing the highest justice, ensuring peace, and guaranteeing to us and our descendants the benefits of sovereign freedom without any interference from external corporate, state, or administrative jurisdictions.
By this Act, we take under absolute and irrevocable protection all forms of our property, including allodial title, namely:

Our biological and genetic property, including our physical bodies, DNA, neural and biological rhythms, as well as the genetic heritage of our descendants;

Our spiritual, cultural, and sacred property, including the science of dream interpretation, sacred private diaries, rituals, and the Veps language;

All of our corporeal and incorporeal property;
-
Our general intangibles and all intellectual property;
-
Our ancestral capital and patrimonium, passed down to us by our ancestors by right of blood and spirit.

As well as any other forms of our property, resources, assets, rights, titles, and interests, known and unknown, manifested and unmanifested, corporeal and incorporeal, which by the right of our family line, the law of nature, or by virtue of our sovereignty belong to our family line.
This list is provided solely as an example, is not exhaustive, and is not subject to restrictive interpretation, including, but not limited to, and unconditionally superseding the application of the legal doctrine "The negative-implication canon."
Any encroachment upon the aforementioned types of property shall be deemed a violation of our Sovereignty and shall entail the immediate application of extrajudicial protective measures.
CHAPTER I. STATUS AND NATURE OF THE COUNCIL.
1.1. The highest body of self-governance. The Council is the ancestral, legal, economic, and cultural institution of the Veps indigenous tribal people of the Laksha clan. The Council is endowed with inalienable powers that have never been extinguished, ceded, or transferred to other states or corporations.
1.2. A direct connection with God. The Council carries out its activities based on the law of life, which states that there are no intermediaries between us and God. The Council is not subject to any secular or religious institutions that lay claim to our living souls.
1.3. Right to autonomy. The Council possesses the absolute right to autonomy and self-governance in all matters pertaining to the internal and local affairs of the Laksha clan, as well as the ways and means of financing its autonomous functions.
CHAPTER II. PRINCIPLES OF FORMATION AND MEMBERSHIP.
2.1. Only a living man who belongs to the Veps indigenous tribal people of the Laksha clan may be a member of the Council. The basic criteria for participation in governance are the keeping of a private sacred diary and mastery of the art of interpreting dreams, which are recognized as the inviolable measure of our actions and a direct message from our ancestors and God.
2.2. Self-Identification. Membership in the clan and, consequently, the right to participate in the formation of the Council, is determined exclusively by the Council itself based on the principle of self-identification, our traditions, and customs. No external state has the right to determine the composition or structure of our Council.
2.3. Equality and respect. The Council is formed on the principles of unconditional respect for every living man, integrity, responsibility, and service to its people without discrimination.
CHAPTER III. LEGISLATIVE AND INTERNAL AUTHORITY.
3.1. Establishment of internal law. The Council possesses the exclusive right to draft, adopt, and amend internal codes, rules, and procedures governing the life of the Laksha clan. This includes the right to determine its own form of governance for our household and the procedures for official actions of our Laksha clan.
3.2. Regulation of family relations and inheritance. The Council holds the exclusive right to regulate the marital and family relations of Laksha clan members. Every child of the clan is registered exclusively by the Council, which issues a sovereign birth certificate for a live-born boy or girl. The Council also oversees matters of inheritance and the distribution of property within the Laksha clan.
3.3. Regulation of membership. The Council has the authority to determine the rules for admission to the Laksha clan, expulsion from it, and the definition of individual members’ obligations toward our community.
CHAPTER IV. JUDICIAL AND PROTECTIVE POWERS.
3.4. Sovereign tribunal – court. To resolve disputes and protect the rights of Laksha clan members, the Council establishes a sovereign tribunal modeled after the traditional indigenous courts of indigenous peoples. Any allegations of harm are heard exclusively within this honest, fair, and impartial sovereign tribunal.
3.5. Protection against medical violence. The Council guarantees and protects an absolute prohibition on any medical intervention, including all types of vaccinations, microchipping, and the application of identifiers without written informed consent, as an act of free will on the part of each member of the Laksha clan and the Laksha Clan Council.
3.6. Protection from fictitious jurisdictions. The Council officially notifies the world of the invalidity of any hidden agreements, null contracts, and implied transactions – whether through silence or inaction – imposed on clan members by "dead legal entities" or any commercial corporations.
CHAPTER V. ECONOMIC, FINANCIAL, AND TERRITORIAL AUTHORITY.
5.1. Management of Resources and Lands. The Council has the right to own, use, develop, and control the lands, territories, and resources traditionally held by the Laksha Clan. The Council has the right to determine the priorities and strategies for the development of its lands.
5.2. Free, prior, and informed consent. No commercial corporation has the right to take legislative, administrative, or industrial measures affecting the Laksha Clan without obtaining our free, prior, and informed consent through the Council.
5.3. The right to charity and gift-giving. The Council affirms the inalienable right of the Laksha clan to give and receive charitable assistance. Any funds received by clan members without a specified purpose or with a purpose described in words such as: gift, present, gratitude, "thank you," "for the good," "I appreciate it," and other similar terms, are defined by the Council as a voluntary gift or donation and may be used by us as means for our subsistence. These funds are not income and do not constitute surplus value.
5.4. Commercial and business autonomy. The Council has the right to hire legal counsel, enter into contracts and agreements, establish businesses, and conduct affairs without prejudice to the Laksha clan. Any commercial contracts are considered terminated if they harm or restrict the sovereignty of the Laksha clan.
CHAPTER VI. CULTURAL AND EDUCATIONAL AUTHORITY.
6.1. Preservation of knowledge and language. The Council ensures the preservation and development of the Veps language, folklore, traditional crafts, song culture, and historical memory.
6.2. Educational sovereignty. The Council has the right to establish its own educational, scientific, and research societies. The Council undertakes to protect the sacred dream journals, ensuring that no one has the right to read them without the permission of the owner from the Laksha clan.
6.3. Traditional medicine. The Council protects the clan’s right to traditional medicine, the preservation of healing practices, herbalism, folk healing, and spiritual guidance.
CHAPTER VII. ENTRY INTO FORCE AND LEGAL SIGNIFICANCE.
7.1. Direct effect. This Act enters into legal force on the day of its publication, is of an official nature, and creates legal consequences. All information contained in this Act is recognized as established, reliable, and binding.
7.2. Irrevocability and estoppel. This Act possesses full legal force and is irrevocable. Full and unconditional acceptance of this Act by the entire international community is made in accordance with the universally recognized principle of tacit consent and is irrevocable in accordance with the principle of estoppel.
7.3. Notice to the agent and principal. Notice/certification/acceptance by the agent constitutes notice/certification/acceptance by the principal. Notice/certification/acceptance by the principal constitutes notice/certification/acceptance by the agent.
7.4. Protection of rights. This Act excludes any damage or harm to the Veps indigenous tribal people of the Laksha clan. The Council of Sovereigns is forever vested with the exclusive right to interpret this Act. All rights are reserved and protected.
