PUBLIC DECLARATION AND ACT ON THE PROTECTION OF INTELLECTUAL PROPERTY, TRADITIONAL KNOWLEDGE, AND THE MATERIAL AND SPIRITUAL HERITAGE

OF THE VEPS INDIGENOUS TRIBAL PEOPLE OF THE LAKSHA CLAN.

Published publicly, irrevocably, with all rights reserved, without prejudice to the Veps indigenous tribal people of the Laksha clan.

SECTION I. THE HISTORICAL AND FUNDAMENTAL RIGHT TO HERITAGE.

1. An inalienable right of an indigenous people. Based on Article 31 of the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), we solemnly proclaim that the Veps indigenous tribal people of the Laksha clan have the exclusive and inalienable right to preserve, control, protect, and develop their cultural heritage, traditional knowledge, and manifestations of our scientific achievements. In accordance with Article 27 of the Universal Declaration of Human Rights (UDHR), we exercise the absolute right to the protection of the moral and material interests resulting from any of our scientific, literary, artistic, or artisanal labors.

2. Material and spiritual roots – historical continuity. Our intellectual right is inextricably linked to our land and history. Since ancient times, the Veps have created a unique material and intangible culture. Our modern dream science and sonography are an organic continuation of this ancient process of knowledge and creation, and are therefore protected as the Sacred Heritage of the Family Line, which cannot be alienated.

SECTION II. COMPLETE REGISTER OF INTELLECTUAL PROPERTY OBJECTS.

The following are fully protected under this Act, the rights of the indigenous tribal people, and international law:

1. Traditional knowledge of dream interpretation. A dream is a direct message from God. Any dream interpretations we provide represent a unique intellectual labor.

2. Oral tradition and digital media. The primary method of transferring our knowledge is through live, "word-of-mouth" communication. All of our lectures, dialogues, public discussions, as well as live streams and video records on YouTube, Instagram, and any other platforms are 100% our intellectual property and general intangible assets, which include, but are not limited to: exclusive copyrights, non-property moral rights to recognition of authorship, protection against distortion, spiritual secret, as well as our generic names.

3. Spiritual secret. The Laksha clan of the Veps indigenous tribal people has the absolute privilege of refusing to disclose, and of preventing other persons from disclosing, our internal traditional secrets – including information from private sacred dream diaries, as well as any conversations or private correspondence.

SECTION III. STRICT PROHIBITIONS AND THE DOCTRINE OF DISTORTIONS – DISCLAIMER.

1. Prohibition on derivative works and the doctrine of Specificatio. Historically, the doctrine of Specificatio allowed the creator of a new item made from others' materials to claim ownership of it if it could not be restored to its original state. We categorically reject the application of this doctrine to our knowledge. No one has the right to take our lectures, broadcasts, or materials and repurpose them into their own derivative works –such as mass online courses, books, guides, transcripts, or study guides. Any such "putting to death" of living knowledge without our direct written consent is considered theft, and all products created in this manner belong to the Laksha clan of the Veps indigenous tribal people.

2. Prohibition on taking statements out of context – a rule of the original. To prove the content, the complete original must be provided. We strictly prohibit taking fragments of our statements, lectures, or any videos out of context to draw false conclusions, spread rumors, or make accusations. Knowledge must be understood in its entirety.

3. Prohibition on fabricated evidence. Any intentional distortion of our words, the fitting of dream narratives into a false framework, or any attempt to pass off our words as one’s own – or vice versa – is considered fabricated evidence and an act of intellectual fraud, resulting in the severance of all relations, which means a complete severance of all energetic, informational, and agreement-based relations with the violator.

SECTION IV. LICENSING AND TECHNOLOGY TRANSFER.

1. Transfer of technology and knowledge. Any transfer of our knowledge regarding dream interpretation, psychoanalysis, fate analysis, and sonography is carried out exclusively on fair terms for the sake of spiritual growth.

SECTION V. LEGAL CONSEQUENCES OF VIOLATIONS – REMEDIES AND SANCTIONS.

1. Exhaustive nature of the declaration and the act. This act is the final, complete, and exhaustive expression of the will of the Veps indigenous tribal people of the Laksha clan. This declaration takes absolute precedence and unconditionally supersedes, absorbs, and nullifies any prior or prospective oral agreements, correspondence, and external legal presumptions that may contradict it. No external laws, opinions, rules, or oral statements may be used by a violator to alter, supplement, or distort the clear meaning of this act.

2. Imperative preservation of rights and actions without prejudice. Any forced or voluntary interaction by members of the Veps indigenous tribal people of the Laksha clan with any external jurisdictions, government agencies, legal fictions, or commercial corporations is conducted exclusively with the absolute preservation of all our rights of an indigenous people. Our use of any imposed documents, passports, identifiers, bank accounts, or services is strictly without prejudice to our status of an indigenous tribal people. The mere fact of such interaction can never be interpreted as a waiver of our inalienable rights, nor does it imply our submission to or acceptance of any foreign jurisdiction.

3. Protection of derivative works. Our intellectual and spiritual property is protected against any form of unauthorized reprocessing. We declare: unauthorized use of our dream philosophy and knowledge of sonography is considered an act of theft even if the violator makes superficial changes, paraphrases, rewrites, translates into other languages, or adapts our knowledge for use in related or other disciplines.

4. Measure of damages. A violation of the provisions of this act shall result in the immediate issuance of a cease and desist order. If the violation continues, the amount of compensation will be determined by the council of the Veps indigenous tribal people of the Laksha clan in an amount sufficient to cover all moral, spiritual, and material damage inflicted upon our people.

This act is the supreme law within the scope of our informational, spiritual, and physical presence; it is irrevocable and is intended to safeguard the crystalline purity of our knowledge, which is shared with all who seek it only for the good.
